Roscoe (nickname "Ros") was born and raised in Indianapolis, Indiana. An Arlington High School graduate, he was active in journalistic pursuits and was elected as president of a Junior Achievement television company sponsored by Indy TV-6. Upon graduation, Ros received a scholarship to join the inaugural summer session of the Indiana Broadcaster's Association Radio & Television Academy at Indiana University (I.U.).

He went on to attend I.U., where as a business student, he was elected freshman and sophomore class president. He actively in supported the troops in Vietnam, promoting a blood drive for wounded soldiers. Ros organized a successful statewide student lobby initiative that helped salvage higher-education funding following times of student unrest. He served on a Search & Selection Committee for a new President of I.U. Ros was employed as a motel night auditor during college, and earned his pilot’s license shortly after graduation.

Ros continued to financially support himself through law school, initially as bodily injury claims adjuster for Allstate Insurance Company. He would later serve as a witness in a reported case in Owen County that established Allstate’s legal authority to record telephone conversations without notice to the other party to the conversation.

An evening division student, Ros worked as a Criminal Court bailiff at the Indianapolis City-County Building. Later, he became Assistant to the Vice President and Legislative Lobbyist for Allied Fidelity Insurance Company, a national bail bonding company. He was named to the Search & Screen Committee for a new Dean of the Indiana University-Indianapolis Law School.

Ros created an investigation service for Indianapolis attorneys while completing his final year of law school and engaging in his bar studies.

Upon admission to the Indiana Bar in October of 1974, Ros worked as an attorney for the Indiana Senate. He was then offered a position as Morgan County Chief Deputy Prosecuting Attorney. In his first full week on that job, he successfully pursued a jury conviction of a defendant accused of ´residential burglary.

Shortly after his prosecutorial stint, he was given an opportunity to move to Washington, D.C. to serve as an attorney for the U.S. House of Representatives Judiciary Committee Subcommittee on Crime. His assignments included research and policy drafting for legislation such as gun control and child pornography. His subcommittee was charged with oversight over law enforcement divisions of the U.S. Department of Justice, Treasury and the Bureau of Alcohol, Tobacco & Firearms. Upon return to Indiana, he engaged in the private practice of law, ultimately occupying an 1885 former bank building that is believed to have been frequented by Mooresville resident John Dillinger. He was appointed as special prosecutor on several matters in his early days of private law practice in Mooresville.

Ros contributes pro-bono time to the Alliance Defense Fund, a national cadre of trial lawyers pursuing civil rights of individuals aggrieved of government-sponsored religious persecution and discrimination. He is a supporter of the Neighborhood Christian Legal Clinic and of the Indianapolis Legal Aid Society. He and his wife attend a local church in Indianapolis. Ros occasionally enjoys the fruits of being a father of an airline employee-daughter (free travel benefits). He also occupies himself in actively providing resources for his son who is on track to complete his undergraduate education.
