What is the purpose of the Code of Federal Regulations?

The Code of Federal Regulations (CFR) is an important source of administrative law in Texas and the rest of the United States. The CFR is a compilation of all federal regulations that have been issued by the executive branch of the federal government. The regulations are organized into 50 titles or subject areas and are numbered consecutively, such as Title 10 (Energy) or Title 29 (Labor). The purpose of the CFR is to provide a consistent, effective, and comprehensive approach to regulating the activities of federal administrative agencies. The CFR allows citizens to understand their rights and responsibilities under federal law, as well as the rules and procedures that must be followed in regard to federal administrative activities. It also serves to discourage agencies from arbitrarily acting outside of the scope of the law by making them subject to judicial review should their decisions be deemed unlawful. Furthermore, the CFR provides a central access point to the law for both citizens and agencies, eliminating the need to look through multiple documents in order to locate the relevant law.
