What are the requirements for adoption from foster care?

In the state of Washington, individuals and couples who wish to adopt a child from foster care must meet certain requirements. The first requirement is that the applicants must be U.S. citizens or legal non-citizens. The potential adoptive parent(s) must also be at least 18 years of age and reside in Washington at the time of application.
