What are the rules for international adoption?
The rules for international adoption in Washington are regulated by the U.S. Department of State and the Department of Homeland Security’s U.S. Citizenship and Immigration Services (USCIS). Parents who wish to adopt from another country must meet eligibility criteria set forth by U.S. immigration law and the foreign government from which they are adopting. In order to begin the process of international adoption, adoptive parents must be approved by the USCIS. This requires submitting an application, undergoing a home study, and attending training by a qualified provider. After the adoptive parents are approved by the USCIS, they must then establish the legal eligibility of the child for adoption. To do this, they must abide by the laws of the country from which they are adopting and obtain the required documents. Finally, when the adoption is complete, the adoptive parents must submit an application to the USCIS to receive an immigrant visa for the child. This visa is necessary for the child to legally enter the United States. The adoptive parents must also complete an I-600A form and submit the necessary documents to USCIS for final review and approval. In order to be eligible for international adoption in Washington, adoptive parents must also consider their state’s laws. The state may require additional documents or paperwork that must be completed in order to officially adopt a child from another country.
