What is a transracial adoption?

A transracial adoption refers to the adoption of a child from a different race or ethnic background than the adoptive parents. A transracial adoption is sometimes referred to as an interracial adoption. In Oklahoma, these adoptions are governed by state adoption law and The Indian Child Welfare Act. The Indian Child Welfare Act was first enacted in 1978 to protect the “best interests of Indian children and to promote the stability and security of Indian tribes and families” by ensuring that Indian children are placed in foster and adoptive homes within their native culture. Oklahoma specifically requires any non-Native American parent of an Indian child who wants to adopt to first obtain permission from the Indian Child Welfare Act court. In addition, Oklahoma requires adoptive parents to undergo a home study and must receive written consent from any adult living in the household of the child who is being adopted. The prospective adoptive parents must also follow state guidelines for the adoption process, including background checks, interview of the prospective parents, an evaluation of the prospective parents’ home, and a post-placement assessment. Lastly, Oklahoma requires adoptive parents to complete educational and training programs related to transracial adoption and parenting. This is an important step to ensure that the adoptive parents understand the unique needs of a child from a different cultural background and are equipped to provide a safe and nurturing environment for their new child.
