What is the Adoption and Safe Families Act?

The Adoption and Safe Families Act (ASFA) is a federal law passed in 1997. It is designed to create safety, permanency, and well-being for children in the foster care system. It also aims to encourage the adoption of children from foster care. In Texas, ASFA outlines standards for adoption services, establishes procedures for licensing and regulating adoption and child-placing agencies, and encourages the states to ensure that the interests of adopted children and their families are given priority. ASFA requires states to meet certain requirements in order to receive federal funds for adoption, foster care, and other child welfare services. These requirements include developing policies and programs that: prioritize the safety of children in out-of-home care; ensure that reunification with parents occurs in a timely manner; and promote the adoption of foster children. ASFA also requires states to evaluate their adoption programs and track the progress of adopted children. States must also ensure that adoptive parents receive appropriate post-adoption services, including financial assistance, counseling, and other support services. In Texas, ASFA has led to an increased number of adoptions from the foster care system. This has resulted in more children with stable, permanent homes, which is beneficial to their overall well-being.
