What is the National Animal Health Protection Act?

The National Animal Health Protection Act (NAHPA) is a federal law that seeks to protect and preserve the health of animals and animal health products in the United States. The law was enacted in 2002 and is administered by the U.S. Department of Agriculture, Animal and Plant Health Inspection Service (APHIS). NAHPA focuses on preventing the spread of animal diseases, pests, and other animal health threats. It requires that animals, animal products, and animal waste products entering the United States meet certain standards for health and safety. The law also establishes a system for tracking and tracing the movement of animals and animal products. NAHPA is part of the larger U.S. Animal Welfare Act and seeks to ensure humane treatment of animals. It also regulates research labs and other facilities that raise or keep animals for research, testing, or teaching purposes. The Act requires that all such facilities obtain a permit from the federal government in order to operate. NAHPA also prohibits activities such as transporting or selling sick or injured animals, and limits the number of animals that can be held in a facility at any given time. In addition, NAHPA requires that all animal health products, including vaccines and pharmaceuticals, be certified as safe and effective before they can be marketed and used. The law also requires that all animal products and waste products entering the United States be inspected and approved by APHIS. Finally, NAHPA allows states to impose their own animal health regulations, as long as they are consistent with federal guidelines.
