What are the animal disease control laws?

In North Carolina, the Animal Diseases Act (N.C.G.S. § 106-906) is the governing law for the prevention and control of animal diseases. This Act provides the Department of Agriculture and Consumer Services, in consultation with the North Carolina State University College of Veterinary Medicine, the authority to create and enforce rules and regulations for the control of animal diseases. Specifically, the Act provides the Department of Agriculture and Consumer Services with the authority to inspect, test, quarantine or restrict the movement of animals, or any parts thereof, which the Department believes to be infected with, or exposed to, any transmissible or infectious disease. Furthermore, the Department is also authorized to prohibit or restrict the importation of any animal or any animal part into the state, if such animal or part is believed to be infected or exposed to any transmissible or infectious disease. In addition, the Act also grants the Department the authority to authorize or require the destruction of any animal, or any parts of such animal, found to be infected, or believed to be infected, with any contagious disease. Furthermore, the Department can also order the destruction of the premises, building, vehicle, clothing, feed, or other thing that it believes to have been exposed to, or contaminated with, any contagious disease. Finally, the Act also provides various criminal penalties for anyone who fails to comply with the rules, regulations, and orders of the Department of Agriculture and Consumer Services related to animal disease control. Violators are subject to fine and possible imprisonment.
