What is the Federal Water Pollution Control Act and how does it relate to agriculture?
The Federal Water Pollution Control Act, also known as the Clean Water Act, is a law enacted by the United States Congress in 1972 with the goal of restoring and maintaining the chemical, physical, and biological integrity of the nation’s waters. It was created to eliminate the discharge of pollutants into U.S. waterways, allowing them to be swimmable and fishable. The Act requires the Environmental Protection Agency (EPA) to oversee the development and implementation of programs that address water pollution from both point and nonpoint sources. Point sources are those that have a single point of origin, such as a factory, while nonpoint sources do not have a single point of origin, such as runoff from rain and snow. The EPA is also required to monitor and regulate all discharges of pollutants into waterways, and to set standards for the quality of water in rivers, lakes, and coastal areas. The Clean Water Act is also applicable to agricultural producers. It seeks to reduce and limit the amount of pollutants coming from agriculture, such as fertilizer and manure, that enter waterways. Additionally, the Act creates incentives for farmers to adopt practices that protect and improve water quality, such as reduced tillage, cover crops, and wetland conservation.
