What is the purpose of the Convention on International Civil Aviation?
The purpose of the Convention on International Civil Aviation, often referred to as the Chicago Convention, is to support the safe and orderly development of international air travel. This treaty was signed in 1944 in Chicago, and entered into force in 1947. The Chicago Convention establishes the international standards for civil aviation-related matters, including aircraft registration, aircraft traffic rights, and airport safety. In Minnesota, the Convention on International Civil Aviation provides a foundation upon which state and federal aircraft law can be built. For example, the Federal Aviation Administration (FAA) has the sole authority to issue regulations pertaining to aviation safety and air traffic control. Without the foundation of the Chicago Convention, the FAA would not have the authority to issue these regulations. The Convention on International Civil Aviation also provides guidance to Minnesota and other states in terms of aircraft manufacturing, pilot certification, and other topics related to civil aviation activities. In addition, the Convention encourages international cooperation among states in terms of aircraft security, air space control, and environmental protection. Overall, the Convention on International Civil Aviation serves as a cornerstone of international aviation law. By establishing international standards, the convention helps ensure safe and orderly development of civil aviation worldwide.
