What international laws apply to aviation security?
International laws governing aviation security are designed to protect passengers and aircraft from potential terrorist threats. In North Carolina, international aviation security laws are mainly derived from several treaties and agreements established by the International Civil Aviation Organization (ICAO). One of these agreements is the Convention on International Civil Aviation, which sets international standards and recommended practices for aircraft and airport security. In addition, ICAO also established the Annex 17 Security – Safeguarding International Civil Aviation Against Acts Of Unlawful Interference, which establishes international standards and recommended practices for the prevention of acts of unlawful interference with civil aviation. This Annex was amended after the 9/11 attacks to further tighten security procedures in aviation, both in terms of aircraft and passenger security. Another important international aviation law is the International Air Transport Association’s (IATA) Aviation Security Manual, which provides detailed guidance to all airlines on security procedures and measures necessary to protect against unlawful acts targeting civil aviation. The IATA’s Aviation Security Manual is mandatory for all IATA-accredited carriers. Finally, the International Airports Security Working Group (IASWG) is an organization that works with airports around the world to ensure that their systems and procedures comply with international safety and security standards. The IASWG will conduct a survey of airport security operations to ensure that appropriate procedures are in place.
