What are the requirements for aircraft noise certification?
In Texas, aircraft must meet certain noise certification requirements in order to be legally operated. All aircraft must meet the FAA’s standards, which can be found in 14 CFR Part 36, Subpart E. Aircraft must also meet the state requirements, found in AC 36-1E. These requirements include a noise test, which must be done at an approved test facility. The test will measure the noise output of the aircraft in a variety of ways, such as takeoff, climb out, cruise, and maximum thrust. Aircraft owners must also provide a “certificate of noise compliance” to the FAA. This document must specify the type of aircraft, its serial number, and the noise level at each test point. Additionally, the certificate must also include a statement that the aircraft has met the noise certification requirements. The certificate must be kept on file with the FAA. In addition, aircraft owners must also submit a “noise operation plan”. This document must include an outline of how the aircraft will be operated in such a way that it will not exceed the noise levels stated in the regulations. This plan must then be approved by the FAA prior to aircraft operations. Finally, aircraft owners must also be aware of any local noise ordinances. Although aircraft must meet the FAA and Texas noise regulations, some areas may have their own noise regulations that must be followed. It is important that aircraft owners check with their local airport or other aviation authority to see if any additional requirements need to be met.
