How is aircraft import/export regulated?
Aircraft import/export is heavily regulated in Minnesota. The Federal Aviation Administration (FAA) is the primary governing body for aviation, including the import/export of aircraft. The FAA requires aircraft imported into the U.S. to be registered with the FAA and to be in compliance with applicable airworthiness regulations. Aircraft imported into Minnesota are also subject to state licensing and registration laws, as well as the applicable local ordinances. The import/export of aircraft must adhere to the applicable laws of both the United States and the country of origin of the aircraft in question. All repairs and maintenance are done by certified mechanics and any modifications are subject to FAA approval. Additionally, the aircraft’s weight, type, and performance must be in compliance with applicable regulations. The FAA also regulates the transportation of hazardous materials on aircraft, including fuel, oils, pesticides, and explosives. Additionally, the FAA enforces restrictions on imported aircraft parts, such as engines and avionics, to ensure their safety. In order to facilitate the import/export of aircraft, the United Nations Convention on International Trade in Arms Regulation (UNCITAR) was established. This treaty requires each importing/exporting state to provide certificates of airworthiness and keep detailed records of its aircraft import/export operations. The FAA also checks each aircraft for its airworthiness certificate, as well as any necessary modifications or repairs.
