What is a timeline of animal rights laws?
Animal rights laws in South Dakota have evolved over the past century. In 2019, the state passed landmark legislation to protect animal rights and welfare. This includes an amendment to the state constitution that recognizes animals as “sentient beings”, and a law that makes animal cruelty a felony. In 2010, South Dakota was one of the first states to pass legislation to protect companion animals from abuse. This included laws to protect animals used in agricultural production. The law set regulations on dog and cat breeding, and required that if an animal is found to be neglected or abused, then the offender must provide adequate shelter, food, and veterinary care. In 2014, South Dakota passed a law to protect animals from extreme weather conditions. This law requires that when temperatures reach extremely cold or hot levels, animals must not be left outdoors without proper shelter and care. In 2016, South Dakota passed a “Good Samaritan” law that allows citizens to help animals in an emergency without the fear of legal repercussions. It also made it legal for veterinarians to euthanize animals, as long as certain standards are met. In 2017, the state passed a law banning the use of cruel methods of animal restraint, such as choke collars, as well as regulating animal research and testing. In 2018, South Dakota passed a law to protect working horses, mules and donkeys from abuse and neglect. This law established guidelines for the humane treatment and care of these animals, as well as created standards for their transportation and sale. South Dakota is continuing to make strides in animal rights law, with the passage of these laws, and is making sure that animals are protected and treated humanely.
