What is the Berne Convention Implementation Act?

The Berne Convention Implementation Act (BCIA) is a federal act in the United States of America, and specifically in the state of Pennsylvania. The BCIA is a law that was passed in 1988 to make the Berne Convention, a copyright agreement, applicable in the United States. The Berne Convention is a copyright agreement among 168 countries which establishes a minimum level of copyright protection for each of these countries. This agreement focuses on three main principles: (1) authors of creative works should have the exclusive right to benefit from their works; (2) copyright protection should be given without the need for formalities; and (3) the works should receive protection regardless of the country of origin.
