What are the laws about passing on the shoulder?
In Arizona, passing on the shoulder is illegal in most circumstances. According to the Arizona Revised Statutes, it is illegal to pass another vehicle on the shoulder “if the shoulder is not wide enough to permit the vehicle to pass without leaving the pavement or main-traveled portion of the highway.” It is also illegal to pass on the shoulder “if the vehicle being passed is stopped for a traffic violation, or is stopped to allow a pedestrian or animal to cross the highway, or is stopped to allow another vehicle to enter or cross the highway.” It is also important to note that failing to obey these rules could result in the driver receiving a traffic citation, which could include a fine or other penalties.
