What is the process for obtaining an international operations authorization?

In Vermont, international operations are subject to the Federal Aviation Regulations (FARs) and other applicable state laws. Generally, to obtain an international operations authorization in the form of an International Flight Operations Certificate (IFOC) in Vermont, a person must possess a valid pilot’s license and valid medical certificate. The applicant must also possess a valid FAA airman’s rating, which includes either a Private Pilot Certificate (PPL) or a Commercial Pilot Certificate (CPL). In addition, the applicant must meet the following requirements: submit a completed FAA Form 8710-1; submit a current aircraft operational profile; provide proof of current liability insurance; submit a valid International Certificate of Insurance (ICOI); submit current flight and medical records; and receive approval from any applicable foreign government agencies. The application must be submitted to the FAA Air Transportation Division at least 30 days prior to the proposed departure date. Once the application is approved, the FAA will issue a "Letter of Authorization" that grants the individual authorization to operate the aircraft under the terms and conditions stated in the letter. The International Flight Operations Certificate (IFOC) is valid for a one-year period unless otherwise specified. To renew the IFOC, the pilot must submit a new application with any applicable updates or new information. Finally, the pilot must remain in compliance with all applicable FARs and other applicable state and international laws. Failure to comply with the requirements of the IFOC may result in revocation of the authorization or other disciplinary actions.
