What are the regulations regarding aircraft radio communication?
In California, aircraft radio communication is regulated by the Federal Aviation Administration (FAA). This means that all pilots must adhere to the same rules for safe and efficient operation of civil aircraft in the National Airspace System (NAS). Pilots must adhere to specific rules for radio communication that vary depending on the airspace they are in. Generally, pilots are required to communicate in a manner that is concise, clear, and accurate. All transmissions must be made in English. In general, pilots must use their assigned call sign when making radio transmissions. In addition, they must listen to the frequency for two minutes prior to transmitting, in order to ensure that other aircraft are not using the same frequency. When contacting a control tower, pilots must state their aircraft identification, location, altitude, intentions, and any other pertinent information. All transmissions must be kept short in order to avoid wasting air traffic controller time. Additionally, when flying in Class B and C airspace, pilots must obtain a clearance from air traffic control prior to entering the airspace. They must also make all requests for changes in altitude, direction, or speed through the air traffic control, and must always follow the instructions of the air traffic controller. Finally, pilots must use the ICAO Phraseology when making all radio transmissions. This is an internationally accepted form of speech used by pilots to make sure their messages are understood by all other aircraft and controllers. In sum, pilots operating in California must adhere to the regulations set forth by the FAA regarding aircraft radio communication. These regulations are designed to ensure the safety of all aircraft and their occupants.
