What is the process for obtaining a flight instructor certificate of authorization?

In New Jersey, obtaining a Flight Instructor Certificate of Authorization (FICA) requires two steps. First, an applicant must obtain a flight instructor certificate issued by the Federal Aviation Administration (FAA). In order to do this, the applicant must hold a valid FAA pilot or co-pilot certificate, pass an FAA written test, and meet other qualifications established by the FAA. Second, the applicant must obtain a Flight Instructor Certificate of Authorization issued by the New Jersey Division of Aviation Services (NJDA). To do this, the applicant must submit a completed FICA application, proof of FAA flight instructor certification, a photograph, and a statement of the applicant’s qualifications and experience as a flight instructor. The NJDA will then review the application and issue the FICA if the applicant meets its requirements. The NJDA may also issue a provisional FICA if the applicant is unable to meet certain requirements. Once the FICA is issued, the applicant is authorized to give flight instruction in New Jersey. The FICA must be renewed every two years by the NJDA. It is important to note that flight instructors must also abide by local, state, and federal laws, regulations, and policies in order to remain in compliance.
