What are the legal considerations for using animals in biomedical research?

In the state of Hawaii, there are legal considerations to take into account when using animals in biomedical research. As with all research involving animals, the US Animal Welfare Act and the regulations that accompany the Act must be observed. The Animal Welfare Act serves to protect animals from abuse and exploitation by providing guidelines such as minimum housing and husbandry standards, proper veterinary care, and protection from unnecessary suffering. In order to use animals in research, researchers must obtain approval from a local Institutional Animal Care and Use Committee (IACUC). The IACUC ensures that the research proposal meets the standards of the Animal Welfare Act and also considers the use of alternative methods that could eliminate animal use entirely. The IACUC must also review and approve any procedures involving pain and distress to the animal before it can be used in a study. The Health Research Extension Act of 1985 (HREA) also provides guidance to researchers using animals. This act encourages the use of alternative methods and humane treatment of animals, and requires that the least number of animals and the lowest animal species necessary be used when performing tests. Researchers must at all times be aware of and adhere to federal, state, and local laws and regulations regarding the use of animals in biomedical research. By taking these precautions, researchers can ensure that they are using the animals in a humane and responsible manner while also advancing scientific knowledge.
