Are there any restrictions on the sale of cannabis paraphernalia?

In Texas, the sale of cannabis paraphernalia is restricted and regulated by the state. According to the Texas Health and Safety Code, the sale of drug paraphernalia is illegal. This includes, but is not limited to, pipes, bongs, bowls, and rolling papers. The code also states that it is illegal for anyone to purchase, possess, or use drug paraphernalia with the intent to use it for the purpose of ingesting any controlled substance. Additionally, certain public places have restrictions on the sale of this type of item. For example, state law prohibits the sale of drug paraphernalia within one thousand feet of a school or within three hundred feet of a youth center. The sale of this type of item is also restricted in state parks and recreation areas. Finally, it should be noted that it is illegal for anyone under the age of eighteen to purchase, possess, or use cannabis paraphernalia. Furthermore, it is illegal for any person to distribute cannabis paraphernalia to someone under the age of eighteen. Violators of these laws may be subject to arrest and/or fines.
