What is the school funding formula?
The school funding formula for California is known as the Local Control Funding Formula (LCFF). This formula, which was implemented in 2013, replaced all other existing school funding formulas in the state. The LCFF is designed to provide additional resources to school districts with large proportions of low-income students, English Learners (ELs) and foster youth. Additionally, it redistributes its funding to meet the needs of each district, such as providing programs to support students in these groups. Under the LCFF, the state provides a base grant or "guaranteed funding level" to each district to provide the core services necessary for students to succeed. This is augmented with additional funds to be used for specific services such as transportation, special education, and additional classroom staff. The LCFF formula also involves three supplementary dollars for every student that is a foster youth, an EL, or from a low-income family. Districts are also able to access additional funds for services such as summer school programs, tutoring, and college preparation. Overall, the goal of the LCFF is to ensure that each school district has the necessary funds to provide a quality education for all its students regardless of their background or financial status. By doing so, California hopes to ensure that every student has the opportunity to fulfill their potential and achieve their dreams.
