What are the rules regarding the canvassing of votes?
In Minnesota, the rules for canvassing votes are outlined in the Minnesota Statutes and the Minnesota Rules of Civil Procedure. Canvassing of votes requires election officials to recount the votes. It is done to make sure that every vote is counted correctly. Canvassing begins after all the ballots have been opened and counted on election night. The county’s county auditor is then required to review and certify all results. The county auditor must also administer a recount for any race where the margin of victory is one-half of one percent or less. The county auditor must also examine the ballots that were not initially counted due to discrepancies in voter registration. Ballots may be accepted or rejected based on certain criteria, such as if the signature on the envelope does not match the voter registration. The office of the Secretary of State is also responsible for reviewing and certifying the canvassed results from each county. If there is a discrepancy, the office of the Secretary of State will investigate and make a determination. After the canvass is complete, all rejected ballots are kept in a secure location. They can be examined if further investigation is necessary. Once the canvass is complete, the Secretary of State must certify the results. This then declares the winner of the election and officially closes the election process.
