What is the registration process for overseas voters?

The registration process for overseas voters in Delaware is similar to that of domestic Delaware voters. First, overseas voters must complete a Voter Registration Application form. This form can be found on the Delaware State Elections website. Applicants must complete the form in full, including providing a valid Delaware address. Applicants must also provide a copy of a valid form of identification. After completing these steps, applicants have the option to submit their application online or by mail. Overseas voters can alternatively register to vote by submitting a Federal Post Card Application (FPCA). The FPCA is a specific form that’s designed for overseas and military voters. This form requires more detailed information than the registration application form, including the address of the voter’s last place of residence within the U.S., and the voter’s current mailing address overseas or APO/FPO. Voters who are applying through the FPCA must also provide a valid form of identification and a signature. Once an application is submitted, the Delaware Department of Elections will review the application and contact the voter if any additional information is needed. Approved overseas voters will receive a ballot within 30 days after their application is received by the Department. Voters will then have the option to vote in-person, by mail, or by email.
