What is the role of an election observer?

An election observer is an impartial individual who monitors the election process to ensure that it is conducted fairly and according to the law. Election observers are usually appointed by a government agency or non-governmental organization and have the power to observe, take notes, and report any violations of election law. In Maryland, election observers are appointed by the State Board of Elections and typically report to the Board or the Attorney General’s office regarding any violations they observe. Election observers have the responsibility to ensure that all voting procedures are conducted according to the law. This includes observing the opening and closing of polling locations, verifying that poll workers have the necessary supplies, observing the voting process and verification of votes, and ensuring that individuals are not being coerced or intimidated when casting their ballots. They also monitor the election results and the collection of absentee ballots. Election observers must remain impartial and non-partisan during their observation and inspection. They are not allowed to interfere with the voting process or influence any individual’s decision. However, they are allowed to alert poll workers or other election officials if they observe any violations of election law. Election observers also document any irregularities they witness and submit a written report to the appropriate agency or organization.
