What are the requirements for special elections?
In North Dakota, special elections are held when the voters need to decide on a ballot measure or if a vacancy is left in an elected office. The special elections are held within ninety days of when the event occurs that requires a special election. To conduct a special election, the county auditor must present the governing board of the political subdivision an estimate of the cost of the election. The governing board can then choose to cover the costs itself with existing funds or to request that the State Auditor Division provide funds. Once the election is approved by the governing board, the county auditor must set the election date. The county auditor has the authority to postpone a special election if necessary. If the election is postponed, the county auditor must notify the governing board and the State Auditor Division. The county auditor is also in charge of providing notice to the public about the special election. This usually means providing a notice in the newspaper or other publication. The notice should include the date, time, and location of the special election and what ballot measures or offices are to be decided. Finally, the county auditor is responsible for setting the rules of the election, such as who is eligible to vote, setting voting hours, verifying voters’ identity, securing the election ballots, and tabulating the results. Special elections are necessary to ensure that the people in North Dakota have a chance to have their voices heard. By following the steps outlined above, county auditors are able to conduct a successful and fair election.
