What is the process of recounts and challenge of election results?

In North Carolina, the process for recounts and challenging of election results is conducted by the State Board of Elections. This board is responsible for overseeing and certifying the election results of all elections, including federal, state, and local elections. When there is a question concerning the results of an election, the Board of Elections may conduct a recount. In order to do so, at least one person must submit a written complaint to the Board, and there must be sufficient evidence which would lead a reasonable person to believe that the election results may be incorrect. If these conditions are met, the Board must order a recount. If a party wishes to challenge the results of an election, they must present evidence to the Board which would show that there were violations of election law, or that the election was conducted in a manner which would lead to an inaccurate result. If the Board believes that there is sufficient evidence to challenge the election results, they can order a recount or invalidate the election entirely. In addition, any person who believes that their voting rights were denied or interfered with may file a complaint with the State Board of Elections. The Board will take the appropriate action to investigate the matter and to ensure that the rights of all voters are protected.
