What are the rules regarding overseas voting?

In Delaware, the rules regarding overseas voting allow for members of the military, U.S. citizens, and their dependents who are living or spending time outside the United States to participate in elections. This includes stateside and overseas citizens abroad. In order to be eligible to vote, an overseas voter must first complete a Federal Post Card Application (FPCA). The FPCA is available online and submitted through the Federal Voting Assistance Program. This form requests basic information about the voter, such as name, address, and signature, as well as their current mailing address where the ballot should be sent. Once the FPCA is received by the Delaware Department of Elections, the voter receives a ballot, instructions on how to complete and return the ballot, a self-addressed return envelope, and a secrecy envelope. The voter must complete and return the ballot and return it in the self-addressed envelope no later than 30 days after the election. Once the ballot is returned, it is secured and counted. If the ballot is postmarked within the 30-day period but arrives after the election, the Delaware Board of Elections may decide to count the ballot in a particular election. Overseas voters can also use a Federal Write-in Absentee Ballot (FWAB). This ballot is used if the voter does not receive their ballot in time or if they cannot complete their state ballot. The FWAB is also available online and must be completed, signed, and returned in the same manner as a state ballot.
