What are the rules regarding overseas voting?
In Washington, any legal resident of the state who is a citizen of the United States may vote in federal and state elections via overseas voting. Overseas voters may register for federal elections online or by mail using the Federal Post Card Application (FPCA). This application requires overseas voters to provide proof of their citizenship, as well as their name and current mailing address. Once an overseas voter is registered, they may vote in Washington state elections by requesting a ballot from their local election office. The ballots must be requested by the voter; family members or other agents cannot request ballots on behalf of an overseas voter. For state elections, ballots can be requested up to two weeks prior to the election, and must be received by the county auditor or secretary of state’s office no later than 8 days after the election. If the votes are not received by the deadline, they will not be counted. In addition, overseas voters may submit an absentee ballot no later than 8 days before the election. If the absentee ballot is received later than the 8 day deadline, it will not be counted. Overall, in Washington, overseas voters have the right to vote in federal and state elections, and must comply with the deadlines for requesting or submitting absentee ballots in order for their votes to count.
