What is the National Popular Vote Compact?
The National Popular Vote Compact is a law that has been adopted by a few states, such as Hawaii, to ensure that the President of the United States is elected based on the national popular vote rather than the Electoral College. Under this law, if enough states sign the compact, then the majority of the states’ electoral votes would be cast in favor of the candidate who receives the most votes nationally. This would ensure the popular vote is taken into consideration, even if the winner of the Electoral College does not match the popular vote. Hawaii was one of the first states to sign the National Popular Vote law. This law was passed by the Hawaii Legislature in 2019, and the law states that Hawaii will join the compact if other states representing a total of 270 electoral votes have also joined. This number represents the number of electoral votes needed to control the electoral college outcome and receive the majority of the votes. The National Popular Vote law has not yet been enacted in Hawaii, as it requires enough states to join the compact first. Nonetheless, it is a law that has been implemented in other states and could easily be implemented in Hawaii. The law ensures that the popular vote is taken into consideration when it comes to electing a president in the United States, thus making every vote count regardless of how large or small a state is.
