What is the Clean Water Act?

The Clean Water Act (CWA) is a federal law passed in 1972 that sets water quality standards and protects water sources in the United States. It is enforced by the Environmental Protection Agency (EPA). The CWA regulates pollution in surface and groundwater sources and works to protect the environment from degradation due to human activities, such as industrial and agricultural runoff. In California, the Clean Water Act requires local municipalities to develop water quality plans to reduce wastewater discharge from wastewater treatment plants and provides federal subsidies for projects related to stormwater management and water supply and sewage infrastructure. Additionally, the CWA requires the establishment of monitoring programs for water quality and water discharges. The CWA also provides funding for the State Water Resources Control Board, which authorizes and sets standards for water pollution discharge permits and enforces penalties for violations of the Clean Water Act. The Clean Water Act also includes provisions for promoting public participation in environmental decision-making, protecting wildlife and wildlife habitats, and promoting wetlands conservation. Finally, the CWA has established a series of programs that provide financial assistance to local governments and private entities to help them implement water quality improvement projects and promote water conservation, such as the Safe Drinking Water Program and the Nonpoint Source Pollution Control Program. These programs are designed to protect Californian’s water resources and ensure safe and clean drinking water in the state.
