What is the law on access to health care services?

In California, the law allows people to access health care services with minimal barriers. All people who are residents of the state, are eligible for access to health care services, regardless of income, immigration status, or insurance coverage. Under the Affordable Care Act (ACA) of 2010, all California residents, regardless of income or immigration status, are eligible to receive health care services through Medi-Cal, the state’s Medicaid program. Medi-Cal provides low-cost or free health insurance coverage to individuals and families with income up to 138% of the federal poverty level. Medi-Cal also provides coverage for all preventative and essential health care services, such as doctor’s visits, hospital stays, screenings, and treatments. In addition, California law guarantees the right to health care services for all residents, regardless of their ability to pay. This is known as the right to access health care services. Under California’s Access to Health Care Services law, California residents have the right to access health care services, including emergency services. This law also requires health care providers to provide services regardless of the patient’s ability to pay, and restricts any health care facility from denying access to care based on a person’s inability to pay. The law also requires health care facilities to provide written notice of the right to access health care services, as well as provide information about low-cost and free health care options. Overall, California law seeks to ensure that all residents are able to access health care services with minimal barriers.
