What is the difference between an HOA and a condominium association?

A Homeowners Association (HOA) and a condominium association are both groups that are responsible for the management of a residential community or development. However, there is an important difference between the two. An HOA is a non-profit organization created by the homeowners of a residential development. The HOA is responsible for the management and enforcement of the community’s CC&R’s (covenants, conditions and restrictions). This includes setting and collecting assessments, enforcing rules and maintaining common areas. HOAs are governed by a Board of Directors elected by the homeowners in the development. A condominium association, on the other hand, is a non-profit corporation formed by the owners of individual units in a condominium complex. Its primary purpose is to manage and maintain the common areas of the condominium (e.g. lobbies, elevators, roof, etc.). The association is responsible for the collection of unit assessments and enforcing the condominium’s governing documents (bylaws, articles of incorporation, etc.). The association is usually governed by two different types of boards, the Unit Owner’s Board (elected by unit owners in the complex) and the Developer’s Board (created by the developer/property owner). In summary, an HOA is responsible for the management and enforcement of community-wide covenants, while a condominium association is responsible for the management and maintenance of common areas within a condominium complex.
