What is the International Covenant on Civil and Political Rights?
The International Covenant on Civil and Political Rights (ICCPR) is a major human rights law adopted by the United Nations General Assembly in 1966, and is monitored by the Office of the High Commissioner for Human Rights. It covers a wide range of civil and political rights, including the rights to life, freedom of thought and expression, the right to work and education, fair trial, and freedom from discrimination and torture. In Texas, the ICCPR has been incorporated into state law, ensuring ICCPR rights as state-protected. This means that, in addition to protecting the rights enshrined in the ICCPR, Texas must also take domestic measures to protect these rights. The ICCPR is also used to promote the ratification of human rights treaties in Texas, as it is widely accepted as the standard for international human rights protection. It is important to note that Texas has ratified some of its own international human rights treaties, including the International Covenant on Economic, Social and Cultural Rights (ICESCR), making Texas one of the few states to take steps to codify the ICESCR. As a result, Texas is a leader in human rights law and has established a strong foundation of ICCPR rights.
