What is the Convention on the Rights of Persons with Disabilities?
The Convention on the Rights of Persons with Disabilities (CRPD) is a United Nations treaty that was adopted in 2006 and has been signed by 168 countries as of 2021. It is a comprehensive human rights law that applies to countries that have ratified it and is specifically designed to protect the rights of persons with disabilities. The CRPD focuses on the identification, prevention, and elimination of barriers in the enjoyment of rights by persons with disabilities. It also requires countries to make efforts to ensure that persons with disabilities can participate in nearly every aspect of life, including but not limited to education, employment, health care, transportation, and access to justice. The CRPD covers a wide range of topics, including the right to physical and mental health, freedom from violence, and the right to education, among others. It also provides guidance on the importance of disability-specific discrimination prevention laws and the appropriate use of assistive technology. In terms of legal implementation, the CRPD obligates countries to promote the full inclusion of persons with disabilities in society, eliminate existing barriers, and to prohibit discrimination on the basis of disability. In the state of Colorado, the CRPD is implemented through legislation that ensures persons with disabilities have the right to live independently, the right to nondiscrimination, and the right to access essential services. Additionally, the state has enacted the Colorado Assistive and Accessible Resource Network (CAARN) to provide comprehensive support and services to persons with disabilities. This includes technical assistance, advocacy, information and referral services, and educational opportunities.
