What is the process for a child to obtain a travel document?

When a child in Washington needs to travel outside of the United States, they must obtain a travel document. The process for a child to obtain a travel document starts with filling out an application, Form I-131A. This application can be found on the U.S. Citizenship and Immigration Services website.
