What is the process for a child to apply for a waiver of the alien relative requirement?

In California, a child who wishes to apply for a waiver of the alien relative requirement must meet certain eligibility criteria. The child must be a resident of the United States and under the age of 21. The child must not have been convicted of any criminal offenses. The child must also demonstrate that they are the dependent of the alien relative in question and that the situation would cause either extreme hardship or would otherwise emotionally scar the child.
