What is a labor certification?

A labor certification is an essential part of the immigration process in West Virginia. It is an approval from the state government that allows an employer to hire a foreign-born worker instead of a U.S. citizen. This certification verifies that there is a lack of qualified U.S. citizens to fill a position and that hiring a foreign-born worker will not affect the wages and working conditions of similarly employed U.S. citizens.
