What is the refugee/asylee process?

The refugee/asylee process is a way for people to seek protection in the U.S. if they are unable or unwilling to return to their home country due to fear of persecution for reasons of race, religion, nationality, political opinion, or membership in a particular social group. In Hawaii, refugees and asylees apply in the same manner as other noncitizens. Those who seek refugee status may apply either at a U.S. embassy or consulate in their home country, or in the U.S. after being granted asylum. The process begins with an application for asylum or refugee status. The applicant must present a national identity card and documents proving their nationality, a passport or other travel documents, and proof of their fear of persecution if they were to return to their home country. The applicant is interviewed by an immigration officer, who will decide whether they have a credible fear of persecution. If approved, they are assigned refugee status or granted asylum and can apply for permanent residency in the U.S. Once an applicant has refugee status, they must reapply for a Green Card in order to remain in the U.S. permanently. This process includes providing evidence of their identity, proof of their refugee/asylee status, and their medical and criminal history. Refugees and asylees can apply for citizenship in Hawaii after five years of permanent residence. This includes passing a civics and English language test and showing good moral character. Once naturalized, they are granted all the rights and privileges of other citizens in the U.S.
