What is the International Convention on the Rights of Persons with Disabilities (CRPD)?

The International Convention on the Rights of Persons with Disabilities (CRPD) is a global agreement that sets out the civil, political, economic, social and cultural rights of individuals with disabilities. This global agreement was adopted by the United Nations in 2006 and was ratified in 2008 by Hawaii. It is the first legally binding instrument to create a comprehensive and global framework of rights for people with disabilities. The CRPD affirms the rights of people with disabilities to life, freedom from exploitation and torture, education, employment, access to healthcare, freedom of speech and expression, and other important rights. It calls on states to make sure that all people with disabilities can fully enjoy all of their rights while promoting the realization of those rights. The CRPD also puts forward specific obligations that states must fulfill in order to ensure that people with disabilities can access and benefit from their rights. This includes ensuring that people with disabilities are able to participate in political life on an equal basis, providing reasonable accommodations for people with disabilities, and prohibiting discrimination against people with disabilities. Hawaii has taken several steps to comply with the CRPD, such as ratifying the agreement, creating a Disability and Communication Access Board, and amending its laws to give people with disabilities the same right to sue for discrimination as people without disabilities. In short, the International Convention on the Rights of Persons with Disabilities (CRPD) is a global agreement that sets out rights and obligations relating to people with disabilities, which Hawaii has ratified and taken steps to implement.
