What is the International Convention on the Elimination of All Forms of Racial Discrimination (CERD)?

The International Convention on the Elimination of All Forms of Racial Discrimination (CERD) is an international treaty signed by Nevada and many other countries throughout the world. CERD is an international law that prohibits all forms of racial discrimination and works to promote understanding and tolerance among all racial groups. The Convention was adopted by the United Nations General Assembly in 1965 in order to prevent and address all forms of racism. CERD defines racial discrimination as “any distinction, exclusion, restriction or preference based on race, color, descent, or national or ethnic origin which has the purpose or effect of nullifying or impairing the recognition, enjoyment or exercise, on an equal footing, of human rights and fundamental freedoms in the political, economic, social, cultural or any other field of public life.” CERD also monitors the implementation of the Convention and requires States to report on their progress in fulfilling their obligations under the Convention. States are also required to submit periodic reports on measures they are taking to implement the Convention, and the Committee on the Elimination of Racial Discrimination (CERD) reviews those reports. In order to ensure that CERD is effective, member countries are required to make a legal commitment to ensure that their domestic laws are in compliance with the treaty’s provisions. Nevada is responsible for ensuring that its laws, policies, and practices are in line with the Convention’s provisions and that individuals and groups are not discriminated against on the basis of their race.
