What is the International Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT)?

The International Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT) is a United Nations-ratified agreement that prohibits any form of torture or other cruel, inhuman or degrading treatment or punishment anywhere in the world. It applies to all people, regardless of nationality, race, religion, or any other status. The Convention, which was entered into force in 1987, seeks to protect people from ill-treatment by governments, armed forces, and other powerful entities.
