What is the International Convention for the Suppression of the Financing of Terrorism (FTT)?

The International Convention for the Suppression of the Financing of Terrorism (FTT) is an international agreement developed by the United Nations (UN) and adopted by the vast majority of the world’s nations. The purpose of this agreement is to prevent, suppress and punish terrorist acts through the denial of funds or other assets. The agreement creates many universal obligations and requirements on all member nations. States are expected to criminalize the act of providing funds, goods and services for the purpose of terrorist activity. The agreement also requires states to prevent and take criminal action against any persons involved in the financing of terrorism. The agreement makes it a crime for an individual or group of individuals to provide, collect or receive funds with the intention that those funds will be used toward the perpetration, preparation or facilitation of terrorist activities or the concealment of financial resources of individuals or entities involved in terrorist acts. The South Carolina General Assembly has adopted the FTT agreement and legislation that makes it a criminal act in South Carolina to give, receive, or collect funds with the intention that they will be used to fund terrorist acts. Thus, any individual found guilty of financing terrorism in South Carolina is subject to criminal prosecution and potentially severe punishment.
