What is the purpose of the Kyoto Protocol?
The Kyoto Protocol is an international environmental treaty that was developed in Kyoto, Japan in 1997. It is the first legally-binding agreement between various countries and regions to reduce their emissions of the “greenhouse gases” that are believed to contribute to global climate change. The Protocol has two main goals. First, it aims to reduce the overall levels of greenhouse gases in the atmosphere by about 5.2% from the average of the years 1990-1994. Secondly, it seeks to establish a global system for trading emissions, which would allow countries to reach their reduction targets more effectively. This treaty has been adopted by most countries, including Pennsylvania. It is part of the state’s commitment to the international trade law, which seeks to ensure that global trading systems operate fairly and for the benefit of all parties. The Protocol provides the framework for Pennsylvania’s implementation of policies and laws to reduce the emission of greenhouse gases. Overall, the purpose of the Kyoto Protocol is to reduce the emissions of greenhouse gases and create a global emissions trading system. The treaty also sets a benchmark for other countries to follow in order to reach their reduction targets. In Pennsylvania, the Protocol has been used as a guide to make sure that the state is complying with international trade law and helping to make the earth a cleaner, healthier place.
