Are security deposits refundable when a tenant moves out?

When a tenant moves out of a leased property in South Carolina, the security deposit they paid when they moved in is refundable. The landlord must return the security deposit within 30 days after the termination of the lease. The landlord can deduct any damages they must pay for to restore the rental unit to its original condition, such as painting or replacing carpets. Occasional normal wear and tear of the property is expected and is not deducted from the security deposit. South Carolina also has a specific law requiring landlords to provide written notification to the tenant if deductions are to be made from the security deposit.
