The state’s local government law prescribes the assessment and collection of taxes in counties, cities and towns. Local taxing authorities are granted authority to levy and collect taxes through the state’s constitution and statutes. As provided by the Kansas Constitution, counties are allowed to levy an ad valorem property tax. Cities and towns can levy an ad valorem property tax in addition to a special tax for public improvements and tax levies on personal property.
