What is the Taft-Hartley Act?

The Taft-Hartley Act is a federal labor law passed in 1947 that applies to most private employers and labor unions throughout the United States. It is also referred to as the Labor-Management Relations Act. In Pennsylvania, the Taft-Hartley Act is implemented through the Pennsylvania Labor Relations Board. The Taft-Hartley Act established safeguards and limitations on union activities within the context of labor-management relations. These safeguards were put in place to protect employers from the potential of union power. The act also establishes procedures for the management of labor-management relations through collective bargaining, and provides a framework for strikes and boycotts. The Taft-Hartley Act also established the right of individual workers to unionize, and forbids employers from interfering with workers’ right to organize. It also makes it illegal for union leaders to demand kickbacks from employers, or to pressure employers to enter into collective bargaining agreements. The Taft-Hartley Act has been amended several times since it was enacted in 1947. The most notable amendment is the Landrum-Griffin Act, which was passed in 1959 and substantially strengthened the Act’s provisions. Today, the Taft-Hartley Act continues to provide a framework for labor-management relations in Pennsylvania.
