What is the law regarding ship registration?

In Washington, the law regarding ship registration is outlined in Title 88 RCW – Navigation and Vessels. The law stipulates that any vessel that is more than sixteen feet in overall length and used in a navigable waterway must be registered. Registration must take place within 30 days of acquisition, construction, or arrival in Washington, and paperwork must be completed in person at the nearest vessel registration office. All boats must also have an assigned Hull Identification Number (HIN) in order to be registered, appearing prominently on the exterior of the vessel near the bow. Vessel owners must also carry proof of registration at all times on board the vessel and produce it when requested. Registration is valid for two years and must be renewed before the expiration date. Renewal can be done online or in person. The registration fee for a two-year period is $21 for motor-powered boats, $10 for non-motorized vessels over sixteen feet long, and free for all vessels sixteen feet and under. In addition, all boats with an engine capacity exceeding 10 horsepower, whether or not the motor is installed, must be titled and registered. Title transfers for vessels must be completed within 15 days of the purchase date, and all moorage must be accounted for when registering the vessel. Finally, all vessels must be insured and the owner must have a current insurance certificate to complete the registration process.
