What is the scope of the Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter?
The Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter, commonly called the London Convention, is an international agreement designed to protect the marine environment from marine pollution caused by the dumping of wastes and other matter. The Convention applies to all signatory countries and it prohibits the dumping of any wastes and other matter at sea, except in certain cases where special permission is granted. The London Convention applies to all types of wastes, including hazardous and radioactive materials. It established a comprehensive list of activities that are prohibited, including the dumping of toxic wastes into the ocean and the incineration of waste at sea. The Convention also requires signatory states to take action to prevent and control marine pollution from activities on land and in coastal waters. In South Carolina, the London Convention is enforced by the South Carolina Law of Maritime Pollution and Coastal Protection. This law prohibits the dumping of any waste or other matter, including hazardous waste, into South Carolina waters. Violations of this law can lead to fines and other forms of enforcement action, such as the seizure of vessels or other pollution-causing material. The government of South Carolina also works with the Marine Resources Division of the Department of Natural Resources to ensure compliance with the London Convention and to protect marine life in South Carolina waters.
