What is the scope of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers?

The International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) is an international agreement regulating the qualifications of those who work on vessels. This convention establishes training requirements, certification standards and watchkeeping standards for "all seafarers on all seagoing ships, regardless of flag”. In Minnesota, the general scope of the STCW convention is to ensure that all crew members of seagoing vessels have the necessary knowledge, abilities, and qualifications to safely and effectively perform their duties. This includes having competencies in areas such as ship maneuvering, fire prevention and fire fighting, personal safety and social responsibility, and proficiency in survival craft and rescue boats. Additionally, the STCW convention also ensures that all seafarers are certified on the basis of their completed training and are subject to periodic assessment and update training. This includes things like exams and sea service verifications. Finally, the STCW convention also calls for watchkeeping standards, which ensure that seafarers on vessels are able to observe and respond to emergency situations in a timely and appropriate manner and identify and report dangerous or unusual events. By enacting and enforcing the STCW convention, it creates a safer and more efficient maritime environment for both seafarers and the environment. This is beneficial to the maritime industry in Minnesota, and as a result, the scope of the convention is generally recognized and accepted.
